The Bush administration is known as being probably the most secretive US administration in history - all the better, of course, to cover their dubious dealings with their fat-cat buddies in the energy industry, and so on. Except, of course, when they can score points against someone who threatened to weaken their story justifying the invasion of Iraq, or, say, when it really really matters.
